Abstract

Penelitian ini bertujuan untuk mendiskripsikan dampak dari pelaksanaan program peningkatan kapasitas sumber daya manusia (SDM) yang dilakukan oleh Badan Usaha Milik Desa (BUMDes) Kusuma Jaya Mandirejo terhadap pengelola wisata Air Silowo di Desa Mandirejo, Kecamatan Merakurak, Kabupaten Tuban.  Metode penelitian menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara mendalam, observasi partisipatif, serta studi dokumentasi dan Analisis data dilakukan dengan menggunakan teori capacity building yang menekankan pada pengembangan kapasitas individu, organisasi, kelembagaan, dan dampaknya terhadap komunitas. Hasil penelitian menunjukkan bahwa pelaksanaan program peningkatan kapasitas berjalan sistematis dan kolaboratif. Faktor pendukung utama di antaranya adalah struktur organisasi yang jelas, dukungan pendanaan dari APBDes dan mitra, budaya musyawarah, serta antusiasme masyarakat. Hambatan yang ditemukan meliputi keterbatasan anggaran pelatihan, ketergantungan pada dukungan eksternal, dan resistensi perubahan pola piki. Penelitian merekomendasikan penguatan pelatihan berkelanjutan, kolaborasi multi-pihak, optimalisasi teknologi digital, serta strategi partisipatif dalam pengelolaan untuk menjamin keberlanjutan dan daya saing ekowisata berbasis komunitas.
