Abstract

Pengembangan kompetensi sumber daya manusia (SDM) merupakan elemen penting dalam meningkatkan efektivitas kinerja organisasi, baik di sektor publik maupun Badan Usaha Milik Negara (BUMN). Penelitian ini bertujuan menganalisis efektivitas komparatif pelatihan Aparatur Sipil Negara (ASN) melalui Diklat Nasional yang diselenggarakan Lembaga Administrasi Negara dengan program Leadership Development di BUMN. Metode yang digunakan adalah studi literatur dengan menelaah desain pelatihan, metode pembelajaran, strategi implementasi, dan sistem evaluasi. Hasil analisis menunjukkan bahwa pelatihan ASN cenderung normatif, administratif, dan berorientasi top-down, sementara program Leadership Development lebih adaptif, kontekstual, dan menekankan pengembangan kepemimpinan transformatif. Efektivitas keduanya dipengaruhi oleh budaya organisasi, kualitas fasilitator, dan konsistensi kebijakan. Studi ini merekomendasikan integrasi model pelatihan berbasis kompetensi dan misi kelembagaan guna membangun strategi pengembangan SDM yang adaptif, inklusif, dan berkelanjutan. Temuan ini memberikan kontribusi penting bagi pembuat kebijakan dan praktisi dalam merancang program pelatihan strategis di era transformasi digital dan reformasi birokrasi.
