Manajemen sumber daya manusia di era Gen Z
Mengapa masih identik dengan manajemen transaksional?

Penelitian ini menganalisis persistensi manajemen transaksional dalam MSDM era Gen Z pada Biddokkes Polda Riau dan RS Bhayangkara TK.III Polda Riau. Menggunakan pendekatan kualitatif eksploratif dengan 14 supervisor melalui kuesioner semi-terstruktur, wawancara mendalam, dan observasi. Analisis tematik dilakukan dengan coding, pengembangan tema, dan interpretasi hasil. Kredibilitas dijamin melalui triangulasi metode dan member checking. Hasil menunjukkan dominasi manajemen transaksional dengan 70% supervisor menggunakan sistem "iming-iming" untuk motivasi. Temuan lain: 90% staf Gen Z menggunakan smartphone saat bekerja, 80% sering terlambat, dan 60% kinerja tidak sesuai ekspektasi. Faktor pemertahanan meliputi struktur hierarki kaku, budaya semi-militer, keterbatasan kompetensi leadership generasional, dan institutional inertia. Gap ekspektasi antara karakteristik Gen Z dengan pendekatan manajemen rigid berdampak negatif pada engagement dan produktivitas.
